The bottom line is basically:

"No Bucks, No Buck Rogers"...

Mr. Benjamin may have jumped ahead of Mr. Finley and I believe that his document show's he is:

"Behind the power curve" and some what ambigeous.
In the end it get's down to:

The Columbia Fire Department Budget.

With that being said, where is the: "Stategic Plan" and time table that includes the re-activation of Engines 8 and 9 along with the other items listed in Mr. Finley's document?

He can talk about:
"I'm going to X,Y and Z"

but if he doesn't produce the expected results, is going to to just say;

"Oh, Well, I'll do better next time?

In the end for all of the Columbia Political Office Seekers, when it comes to the Columbia FD.

You can't fool the firefighters. Speaking one thing and doing another will only cause you problems in the future.

The Fire Service in South Carolina has changed since June 18th 2007 and you need to realize this bigger picture.
