Ten Steps The Mayor Can Take To Help Heal The Fire Department

Here are ten steps the Mayor of Charleston can take to attempt to heal the fire department and make it better:

  1. Awknowledge the failure of command on June 18, 2007.
  2. Have the current Fire Chief and three other officials with direct impact on training and operations retire or face dismissal.
  3. Announce a nation wide search for a Fire Chief with previous experience running a department of Charleston's size or larger.
  4. Appoint two positions to be filled from the outside: Assistant Chief in Charge of Operations and Assistant Chief of Administration.
  5. Implement all Routley Panel Reccomendations
  6. Stop the current Battalion Chief selection and hire an outside firm to come in and do the promotions.
  7. Join with area departments to build and staff a regional training facility.
  8. Join area departments in consolidated communications.
  9. Appoint a panel of citizens and firefighters to examine how the department can move forward.
  10. Appoint a panel of firefighters and council members to upgrade the benefits and compensation packages of Charleston firefighters

1st. That's a Line Item Start!

The need for the Command Staff to go has become even more evident since the NIOSH "Draft" Report has been released.

Its absolutely Ridiculous bordering on
"Fantasy" that when RT says he wants to be part of re-building the CFD since the SSS Fire, how can he?

A. We see in documentation a failure in pre- June 18th adquate pre-fire planning, including water resource (fire hydrant) locations and structural/occupancy hazards, training in Crew Accountabiity Tracking methods, RIT-FF Survival and a host of other necessary KSA's that firefighters need to know and perform.

B. Lack of Fire Department- Auto/Mutual Aid "Interoperability".

(Rusty, This is where if Chief Mo arrived on scene before Garvin, and assumed the Initial Attack Incident Commander position he would have directed his and your forces till a proper "transfer" of one Chief Officer's Command to the other occurs and then establishing a "Unified Command Post" between CFD, SAFD, JI and other FD's for better utiliaton of all on scene forces).

You have to as Jay say's";

And WE readers of this website haven't seen much of that to date.

C. Lack of a host of countless other items.

Yet he wants to be part of the re-building.

NO WAY! The CFD FF's and Citizens demand Progressive Change.

Not the continually hitting your thumb with a hammer, till it becomes numb and saying:

"It doesn't hurt any more, so I'll keep on hitting it".

While I've felt that Mayor riley is the man behind the curtain, there has also have been comments here and on the Charleston Post and Courier that it may actually be Rusty's dad.

After all he is getting a consulatants' fee. For what? isn't he retired?

2nd. As I've started asking:

Where's South Carolina OSHA in presenting a statement to the media regarding to the NIOSH "Draft" Report?

Is everyone floating around their office
in a big bowel of "Mushroom Soup"?

3rd. "With the Command.com"

Has an article entitled:

"County Blames Fire Chief's in '02 Deaths"

"Negligence alleged by Manlius, Pompey Hill Offices when two Firefighters Die".

It will be interesting to see if there could be any Legal Relationships between
what happend in '02 and the SSS Fire.

"Firelawyer", how about an interpretation.
